can I use rod tip cement to put old Garcia 4 star together has been loose since new used very little

yes it will work if it isn't a sloppy fit other wise you might want to ass a few windings to take up the space and then glue it back on

Back when I started building rods the hot melt cement now used for tip tops was called ferrule cement for obvious reasons. So go ahead and use it, it will snug up the loose ferrule very well, with no problems.
