One reason people prefer a fiberglass over a graphite blank is the slower action of the fiberglass. Under wraps for guides, especially under wraps using heavy thread and plenty of epoxy add weight to a fiberglass blank and slow it down even more.

The material that a blank is made from doesn't determine the action. There are very fast action glass rods and very slow action graphite rods. I think what Phil is referring to is rod "speed" - the time involved in rod reaction and recovery. In which case his comments on the added weight from underwraps and heavy epoxy coatings are spot on.

Like sandbags on a diving board...
On a serious note though, the heavier the rod the less it matters comparatively speaking.
