Metal reel seat

Hello,
I am installing a metal spinning reel seat on heavy saltwater graphite rod. I'd like to install it without errors, which is the best way to do it ? There is a special glue for it ? Normally I made graphite thicknesses to be inserted between the blank and the reel seat, making the rough parts, clean with alcohol and then glueing to everything with the U40 Rod Bond. Not sure what graphite thicknesses are. If rigid poly foam, that part sounds good. Do away with the alcohol. Burnish the ID of the seat with Scotchbrite, wipe clean with no fluids, just a clean cloth or paper towel. Generous epoxy to cover every bit of the blank/shim/seat contact.
