Usually silicone. But don't mistake fish eyes for craters caused by expanding air bubbles. Not the same thing. The former usually occurs by the dozens, the latter may be one or a few more, rarely dozens and dozens.

One spot is not indicative of fisheyes What you have is more likely a single spot of something that repelled the finish or where a large air bubble released late in the pot life of the epoxy and the finish did not reflow and cover it.
