Take a look at popping rods,. They make great top water rods. They have a softer tip but plenty of backbone. Can be made spinning or casting. A lot of very good brands out there.

Try and American Tackle Bushido CB72/8-15 or the CB72/10-20 . The blank is a Crank Bait/Popping Blank, and probably the best kept secret in the industry. We have 2 blanks that would fit that need. The first is the Elliott E-C7MH this is your prototypical topwater rod with power and castability. The light tip casts lighter weight lures with ease, while the heart of the blank offers ample power for larger lures and shoulder-jarring hooksets. Supremely versatile, the E-C7MH-F excels for jigs, Texas rigs, topwaters, spinnerbaits and buzzbaits, as well as pitching to sparse cover. [getrodblanks.com]
I fish topwaters with the the Elliott AP 7 M this rod is pure fun and super lightweight. The fun factor with this one is high. But if you're fishing pad fields and super heavy under cover I'd fish the C7MH. I use this rod for poppers, prop baits and walk-the-dog baits in medium cover and it's one of my favorite rod to fish.
