Should I epoxy over a decal I apply?

Yes. Some will apply a color preserver before the epoxy. I've done it both ways, with and without color preserver, and a coat of color preserver works better for me.
Without epoxy or spar varnish the decal will quickly fade, wear, and become unattractive. Re: Decal question

YES and the put color preserver around the edges of the decal to protect the decal from epoxy getting under and lifting up the edge . Re: Decal question

If it is a "peel and stick" decal it is best to wait at least a couple of hours (overnite is even better) before applying the epoxy or any fluid to the decal. This because the adhesives are what is known as pressure sensitive, and take some time to really set up on the surface to which it applied.
If it is a "water slide" decal, of course wait until it is completely dry. Sorry, only registered users may post in this forum.
