Yes, but the rod won't be matte finish once you do. You'll also want to prep the blank for a good water-break-free surface before applying. I'll assume you've already built the rod. If not, I'd coat the blank first and then do the wrapping.

No. What I'd do is just finish the areas between the guides and try not to run the PG up onto the epoxy any further than necessary. Just enough to seal one to the other should do it.
