I just finished my second build, actually coated it Wednesday. Inside the house it all looked good. So today I take it outside for the first time and in the light, there are places that need more epoxy. Enough so that I think everything needs a coat.
Can I just re-coat now without doing any kind of prep? It has been 4 days.

Give it a light buff with a scrub pad and add another coat of finish. The new coat will cover up any scuff or sanding marks.

Tough situation.
If you scuff it up you will undoubtedly nick some thread and get fuzzies that you will have to deal with by slicing and coating again.
If you apply another coat without scuffing you will probably get fish-eyes.
I would selectively scuff those areas you can do safely without touching the 'starved" areas and deal with fish-eyes if you get them on the starved areas. Watch carefully and constantly for fish-eyes and deal with them by "scrubbing" those areas with a stiff brush or a rounded dull stylus or knitting needle to break-up the contaminant causing the fish-eye.

When I do such a recoat, I just tack off the rod using blue painters tape and I have not had any problems at all with a recoat.

I would not use any soap, cleaner or alcohol on the rod in between coats. Doing something like that is, as Herb points out, a perfect recipe for fish eyes on the finish.
