I have a repair to do on a 1 piece rod where the tip is broken about 10" back from tip top. I have always done an internal sleeve and external sleeve on most breaks, but those have been on multi section rods. Am I going to have cut off the butt cap and piece it in from way down there (9'6" steelhead rod) or will just an oversleeve work or what other options do I have?

I would do as you always have done in the past. Find a section that is as close as possible to the internal dimensions; insert then over sleeve.

An oversleeve is really all you need. You don't want the assembly stronger or stiffer than the sections you're joining. Strength really isn't the issue here - flexibility is.

No matter the break location, I just always do an inner and outer sleeve.

If there is a bit of taper, I just sand down the inner sleeve a bit on the lower portion so that it will fit into the lower portion. Add a bit of 5 minute epoxy and am good to go.

I generally use fiberglass for both inner and outer sleeves due to it being a bit more flexible. I also slide the sleeve on a tapered mandrel that I chuck into my variable speed drill. Then holding the spinning sleeve against the spinning belt sander, I thin the blank wall to lighten the weight and to make it more flexible. Obviously I don't sand it so much that it has lost all of its strength, but on some sleeves, you can sand 50-80% of the thickness away and still have plenty of strength for the repair.

No need to do that as I explained before. Just get as close a fit as you can. If the inner sleeve is too tight to fit into the lower portion, just sand off the excess and glue it up.
