Looks like a rubberized cork ring or the blank one may be eva If you need to fill a hole in the end a lot of suppliers sell plugs
Or just shave some off a ring and glue it in the hole and when dry hand sand it

Chuck ,
I just use a ring of the appropriate material.

Then, I cut a plug, using a plug cutter of the appropriate size to fill the hole in the ring.

A very inexpensive set of plug cutters that work very well for cutting cork or similar materials for the perfect plug to fill the hole at the end of the rod.

Be safe

Is this what your looking for?

You can pick these up at your local car dealer at the parts counter if you would rather. They are available in several sizes.
Hope this helps, Bob
