Harry,
It is really better to build two completely different rods.

The typical steel head might be 5-15 lbs, compared to brook or stream trout that likely never run more than 3 lbs.

In either case, for these fish, I would not be building a rod with a fast action. With the runs that both steel head and trout do; it is normally better to catch these fish with a moderate or even slow action rod that bends all of the way into the butt.

A 9 foot steel head rod in medium power could be a good bet for the steel head. Then a 6 1/2 foot ultra light or medium light would make a wonderful rod for stream side trout.

Talk to your client and try to get a feel for the expected weight of each species caught as well as lure weights and line weights that might be used for each application.

I am guessing that the two applications are going to be quite a ways apart.

For example, if you only wanted to use one rod, one might be better off with an 8 foot medium light. A bit light for the steel head and a bit heavy for the trout, but not too bad for either.
