rod finish question

Earlier this spring I finished a couple rod blanks I had with gudebrod rod varnish. The blanks were bare graphite because they were factory seconds I believe. Recently I fished with them on a very rainy day and by the end of the day the finish was all bubbled. How should I go about refinishing them? Completely strip them down and start fresh or lightly sand and reapply finish? And should I use a different finish, maybe a spar varnish? Any suggestions would be great. I would start fresh (watch the sandpaper - it's not the best thing to strip a blank with). Either a urethane like PermaGloss, or a Marine grade spar varnish would be my choices.
