Jim,
In addition to the excellent information in the library article, consider using a common round file in the size of your choice. I have sizes ranging from 1/4 inch to 5/8th inch. I cut the tang handles off of the files with a rotary grinder. Then, insure that I have a true running file by dressing the end while spinning it on the lathe. Then , I chuck the file into a hand held drill and have the drill turn backward and force the file through the handle. I use the drill in reverse to keep the file from screwing itself into the handle and then splitting the handle open. Normally, for common handle lengths, the file will take care of the reaming issue. The big advantage of the use of a file is that there is 0 maintenance and they simply last for reaming many many handles and cork rings that are used in handle construction. I like the reamers because you can get a true taper of the handle to fit the blank.. I have several different sizes to choose from. I have not read the article mentioned above for a long time. I watched the link to flex coat. I did the same thing a few years ago and still use them.
For the sand paper i used a belt from a stand up sander. It works great. Re: reamers

If making a large one and it does not fit your drill I glue in smaller pieces of blank to bring it down to the right size.
